No. What you mean is called Razz.

Omaha is like Texas Hold'Em. Differences are that you get four instead of two hole cards. You have to use exactly two of the four cards plus three cards from the board to build the best possible hand.

If you play Omaha High-Low you can also build the lowest possible hands, but I haven't played that for money yet.
